KDDI Announces Joint Ventures with China Suzhou National New and Hi-Tech Industrial Development Zone and Dalian Hi-Tech Industrial Zone Foreign Investment Promotion Bureaus

KDDI has announced that it entered into a joint venture with the largest development zone in east China, the Suzhou National New and Hi-Tech Industrial Development Zone ('SND') in Suzhou City, Jiangsu Province, on 21 September 2005. KDDI also entered a joint venture with Dalian Hi-Tech Industrial Zone ('Dalian Hi-Tech Park') in Dalian City, Liaoning Province, an economic area in north China where many Japanese IT companies are located, on 22 December 2005.

The tie-up with state level development zones, SND and Dalian Hi-Tech Park is a first for a Japanese telecommunications company. In the future, tie-ups with these two bureaus will enable KDDI to support client companies from the initial stages of their interest in moving into China, and provide more extensive service in a timely fashion. Together with the joint venture with the Foshan Investment Promotion Center in Guangdong Province that was established in July 2005, this means that KDDI now has tie-ups with influential government organizations and state level development zones in the three biggest economic areas - the Northern, Eastern, and Southern China.

Main Points of the Joint Ventures
KDDI will become a consultant for foreign investors in SND and Dalian Hi-Tech Park. In addition to promoting and recommending the investment environments, it will also encourage Japanese companies that are considering doing businesses in China to participate in seminars organized by the two zones.

SND and Dalian Hi-Tech Park will, based on their needs, serve as a point of contact between KDDI and Japanese companies that are considering (or have already started) doing businesses in China. The two zones will also introduce various services provided by KDDI, especially as they concern the construction of international telephone lines to Japan and the IT environment in local factories and offices.

KDDI is the largest foreign telecommunications company in China, with sales offices in 8 Chinese cities that provide engineering services on network construction to Japanese companies, as well as full support to factories and offices in the construction of an IT environment. KDDI will actively promote its business development in China, which is strengthening its dominance as the 'world's factory' and the 'world's market,' as well as a country where many Japanese companies have chosen to expand their businesses.
